    The Impoundment Control Act is a U.S federal statute. The Act provides for the budget procedures to be followed in the U.S. The Act sets the procedures by which Congress annually adopts a budget resolution and a concurrent resolution setting forth fiscal policy that is not signed by the President. The result is a budget system that has become ever more heavily biased toward spending. As a consequence, the national debt has been spiraling upward, first only in absolute numbers and then, in the last twelve years, as a percentage of the gross national product as well.
